Gillian Patricia Atuheire

Executive Director

Gillian Patricia Atuheire is an education systems leader and practitioner with over a decade of experience strengthening education and human development systems in Uganda and across East Africa. As Founder of Wema Uganda, she works at the intersection of policy, practice, and evidence, designing and implementing programmes that improve teaching quality, strengthen school leadership, advance competency-based education (CBE), and expand pathways for children and youth to learn and thrive. Her experience spans leading large-scale, multi-partner initiatives, working closely with government institutions, and supporting system-level reforms that prioritise equity, inclusion, and sustainable impact.

Benedick Oguu is a highly accomplished Teacher Educator and Teacher Development Specialist with over seventeen years of progressive experience spanning teacher education, institutional leadership, programme coordination, and academic quality assurance. His professional practice is deeply rooted in higher education and teacher training institutions, where he has worked with both national and international organisations to translate educational theory into impactful classroom practice and institutional improvement. He brings strong expertise in teacher mentorship, instructional coaching, social-emotional learning, and blended and distance learning, with a consistent focus on evidence-based approaches.

Finance & Operations Manager

Fred Busobozi is a highly experienced Accountant with over 15 years of progressive experience working with both national and international non-governmental organizations. He holds a Bachelor’s Degree in Business Administration from Makerere University and is qualified with ACCA, emphasizing his strong commitment to continuous professional development. He brings extensive expertise in financial management, accounting, procurement, administration, and donor compliance. Fred has a proven track record of effectively managing organizational and project finances with a high level of integrity, accuracy, and accountability.
